What is the Employer Registration Certificate?

It is your company’s registration with the Instituto Nacional de Migración (INM). With it, your company can submit job offers for foreign nationals. It requires the articles of incorporation, the representative’s power of attorney, proof of address, the RFC with the latest tax return and a list of employees with their nationality (Migration Law Regulations, art. 166). After that, it is kept up to date.

How much is the government fee for the certificate?

In 2026, the government fee for the certificate is $391.10 Mexican pesos (MXN). It is paid by the company and is separate from our fees. In addition, with your certificate up to date, the law provides a 50% discount on your team member’s card.

Can I hire a foreign national who already lives in Mexico?

Yes. If they have permanent residency, they can work without an additional permit. If they have temporary residency, your company makes them a job offer and the work permit is requested from the INM, without leaving the country.

What about someone who entered as a tourist and already works with us?

Visitor (tourist) status does not include working. As a general rule, the permit is processed through a consulate: your company submits the offer to the INM and the person receives their visa at a Mexican consulate. There are exceptions, such as a family tie to a Mexican national. We review each case with you.

Which notices must I give the INM?

Your company reports changes of address or representative within 30 calendar days, registers the branches where foreign nationals work and updates its latest tax return every year (Migration Law Regulations, art. 166). Each team member reports changes of marital status, nationality, address or workplace within 90 calendar days (art. 167). We handle them for you.
